LongDescriptionThis study presents the analysis and synthesis of successful practices in recruiting and hiring among public and private sector transportation and other related industry organizations. The study specifically addresses practices related to entry and mid-career levels. In addition, the study presents a catalogue of successful practices that were selected as best-in-class because of the pervasiveness of the use of the practices and the users' endorsements of benefits. The goal is to supply state Department of Transportation (DOT) human resource professionals with working tools to enhance the effectiveness of current efforts to attract and hire the best qualified entry and mid-career level employees. In addition, the report also calls for state Department of Transportation executives to better understand their significant roles in shaping the talent required to accomplish the organization's strategic agenda. The study also highlights an essential element that senior executives must contribute: that of strategic leadership for ensuring the quality of the current and future workforce. Recruiting and hiring practices are at the beginning of the human capital investment chain. Senior management's purview reaches even these earliest stages of investment. This study is presented to encourage executive level commitment to the strategic factors influencing hiring and recruiting which serves as a foundation for building an excellent workforce for the organization. Information provided by the report includes summary findings, practices for recruiting entry and mid-career-level employees, practices for retaining entry and mid-career-level employees, gaps and needs for recruiting and hiring entry and mid-career-level employees, and a conclusion of the current state of practice at DOTs to address current and near-term recruiting and hiring needs.
